This is a huge topic of discussion over the past several years and the answer is constantly evolving. Post frame will offer several advantages including, but not limited to, the following: ability to build large, clear spans for wide-open interior spaces, tall walls that do not require additional bracing or sheer support, eliminate the need for plywood/OSB substrates (although it is often recommended, a topic bearing more discussion), unique looks and architecture, so forth. Convention homes often look very similar and especially today can lack uniqueness. Conventional is good for complex rooflines (many hips, valleys, elevations) or non-symmetrical perimeter layouts. Post frame will lend its advantages to more symmetrical layouts (in other words more ‘rectangular’ with gable roofs). If a client wants the cost and low maintenance advantages of exposed-fastener metal roofing/siding then post frame is certainly a viable option. Post frame can also save money by reducing the cost of expensive concrete foundation systems, although it is perfectly fine and normal to construct post frame on concrete foundations. It simply reduces the cost advantage somewhat, but there are many foundations options to choose from and this should be discussed w/ a post frame professional in detail.
There are many storm shelter options that can be considered and these will actually be safer in most cases than a regular basement.
This will depend on HOA restrictions, city codes, or other factors. Often you can do whatever you prefer, but sometimes you will have constraints you must abide by. Sometimes you can use metal siding/roofing but simply have to choose an accepted profile. It may sound odd, but often a common ‘9” or 12” on-center metal panel (often referred to as ‘ag-panel’) is not acceptable. There are often acceptable alternatives you can select from. Further, you can certainly utilize post frame for more conventional looks such as garages with vinyl siding and shingle roofs.
